None of the items below are solved by software optimization. - It does not replace or repair hardware. If a part is the ceiling — graphics card, processor, memory — that ceiling remains after the optimization. - It does not promise a fixed FPS number without seeing the machine. The gain depends on the hardware, the game and the state of the system, and an already-tuned machine gains less. - It does not increase the contracted internet speed.
