"Install this pack and go from 40 to 120 FPS." You have seen that promise, probably in a short video, probably with no measurement attached.
Do FPS boost packs work? Partly, yes. But the gain comes from one specific place, it has a ceiling, and it costs things nobody mentions. Worth understanding before deciding.
Where the gain actually comes from
An FPS citizen pack does not optimize anything in the technical sense. It removes work.
These packs edit files controlling the client's base visuals, and the practical effect is usually:
- Vegetation and grass reduced or removed
- Fog and weather effects simplified or switched off
- Particle effects — smoke, sparks, dust — trimmed down
- Lighting and reflections simplified
Every item removed is work your GPU no longer does. That is why FPS goes up: you are asking less of the game.
It is the same principle as lowering settings in the menu — with one important difference: the pack goes below what the menu allows. That is why the gain can exceed what you can achieve on your own with the options.
Why it is not magic
There is a clear limit, and it has to do with where your bottleneck sits.
These packs attack the GPU side. If your problem is the graphics card not keeping up, the gain shows.
But in FiveM, frequently, the GPU is not the bottleneck. The GTA V engine leans heavily on a single CPU core, and FiveM piles the city's scripts on top of that. When the FPS drop comes from there, removing grass changes almost nothing.
The test that reveals this is simple and takes a minute: during the FPS drop, look at your GPU usage. If it sits at 50% or 60%, it is idle waiting on the CPU — and a pack will not fix your case.
That is why so many people install one, feel little difference, and conclude "it does not work". It works; it just was not the problem.
What you give up
Looks. The city becomes visibly poorer. For anyone playing RP for immersion, that weighs — and you cannot have both.
The possibility of a kick or ban. A citizen pack is a modified client file, and there are public anticheats built specifically to detect it. Some servers ignore it, some kick, some ban. Check your server's Discord first.

Stability, sometimes. A pack built for an older FiveM version can cause component errors after a client update. That is exactly why a backup is not optional.
Where the confusion usually sits
Many people credit the pack with a gain that is not about FPS at all: no longer crashing.
Some packs include edits to internal configuration files that change engine limits. When someone installs one and stops crashing in a busy city, that was the benefit — stability, not frames per second.
They are different things and worth separating, because someone chasing FPS who gets stability thinks it worked, and someone chasing stability who gets less grass thinks it did not.
What pays off without touching client files
Before taking on risk, there is a path with comparable return and zero exposure.
In game:
- Extended Texture Budget (ESC → Settings → Graphics) — matched to your GPU memory: 50-60% up to 2 GB, 70-80% at 4 GB, close to 100% above 6 GB
- Extended Distance Scaling (ESC → Settings → Advanced Graphics) — at 0% on heavy servers
- The server's optimization mode, usually via the /fps command — it does the same kind of stripping a pack does, only authorised by the server
That last point deserves emphasis: the server mode is the legitimate version of the same idea. It removes decoration, gives FPS back, and nobody will kick you for using it.
Outside the game: a high-performance power plan, memory running in dual channel, and background processes competing for the primary core. Those three show up on a large share of the PCs we work on and cost nothing but configuration.
The honest maths
An FPS pack delivers a real gain when the bottleneck is the GPU, and delivers little when it is the CPU — which in FiveM is the more common case.
If you are going to try anyway, do it in the right order: measure first, confirm the server allows it, keep the original citizen folder, and compare afterwards. Without measuring, you will not know whether the gain came from the pack, from the cache clear you did alongside it, or from having closed your browser.
And if your GPU was sitting at 60% during the drop, your time is better spent elsewhere.
