How to Replace the FiveM Citizen Folder (and the Risk Nobody Mentions)

Swapping the citizen folder is one of the most recommended things in GTA RP circles. It is also one of the most recommended without any warning attached — which is a problem, because there is real risk involved.

This guide covers the procedure with a backup, explains what the folder actually controls, and includes the part video tutorials tend to leave out: many servers kick or ban players running a modified citizen folder.

What the citizen folder is

The citizen folder sits inside your FiveM installation, at %localappdata%\FiveM\FiveM.app\citizen.

It holds base configuration files for the client — things that define how the game handles lighting, particle effects, density of visual elements and internal engine limits.

When someone says "install a citizen", they mean replacing that folder with a modified version put together by a third party. It is not a mod you toggle in game: it is a client file swap.

That distinction matters, and it is the reason for everything that follows.

The risk that has to be said first

Modifying client files is detectable, and there are tools built specifically to do it.

There are public anticheat scripts whose stated purpose is to kick or ban players running a modified citizen folder. More complete anticheats run client file integrity checks and hash comparison — meaning they verify that what is on your PC matches what should be there.

Why do servers care? Because the same technique that removes fog to gain FPS also removes fog to see a player who should have been hidden. From the server's point of view, it is hard to separate someone chasing performance from someone chasing an advantage.

So the honest answer is: it depends entirely on the server. Some ignore it completely. Some kick on sight. Some ban.

How to find out before risking it

Do not guess. Before swapping anything:

• Look for the server rules on its Discord — most have a rules channel covering client modification
• If you cannot find it, ask an admin. Asking carries no penalty; getting caught does
• Be sceptical of "everyone uses it". Everyone using it does not mean it is allowed, it means nobody has been caught yet

If you play on one server and it forbids this, the matter ends here. The maths does not work.

The procedure, with a backup

If you have confirmed your server allows it, rule number one is: never delete the original citizen folder. Keep it.

1. Close FiveM completely

Not just the window. Check Task Manager for leftover processes. Swapping files with the client running usually throws a file-in-use error.

2. Open the folder

Press Win + R, paste %localappdata%\FiveM\FiveM.app and confirm. The citizen folder is in there.

3. Make a real backup

This is the step that separates people who can roll back from people who end up reinstalling.

Copy the citizen folder somewhere else — the desktop works — and rename the copy to something like citizen-original. Copy, do not move: you want the original preserved in two places until you are sure the swap worked.

4. Replace it

Extract what you downloaded and put the new citizen folder where the old one was.

One caution: check that the folder structure matches. Some packs ship with an extra folder wrapped around it, and putting a citizen inside another citizen breaks the client.

5. Launch and test

Join a server and watch. If FiveM does not open, if you get a component error, or if you get kicked on join, it is time to roll back.

How to roll back

Close FiveM, delete the modified citizen folder and put your copy back in place under the original name citizen.

If you lost the backup — which is exactly why step 3 exists — the way out is reinstalling FiveM. You do not lose your account, but you lose the cache and will download server content again.

Where to download, and what to avoid

A warning here that is not about bans, but about your PC's security.

Citizen packs circulate through Discord links, URL shorteners and download sites with aggressive advertising. You are downloading files your game will execute, from someone you do not know.

• Be suspicious of any pack that ships an executable. A citizen folder is configuration files; it needs no installer
• Be suspicious of any pack asking you to disable your antivirus. No configuration swap requires that
• Prefer what your own server's community recommends over a random link

Is it worth it?

Depends what you expect.

If you expect a large FPS gain, know that much of the effect comes from lowering visual quality below what the in-game menu allows. That path exists, but it is not magic — and you pay in looks.

And there is a comparison rarely made: a considerable share of stutter in FiveM does not come from graphics configuration at all, but from how Windows is set up. A power plan holding back CPU frequency, memory in single channel delivering half the bandwidth, background processes competing for the primary core the GTA V engine leans on most.

Those pay off without touching a single client file — and with no kick risk at all.
