In GTA RP voice is not a feature, it is the game. Without it there is no traffic stop, no negotiation, no scene at all. And it is the part that breaks most often, because it depends on three things agreeing with each other: Windows, FiveM and the city's voice system.
This guide splits the cases by symptom, because "voice is not working" can mean very different things.

First: which voice system your city uses
This changes the whole diagnosis. There are two groups:
- Native FiveM voice — pma-voice and mumble-voip use the voice system built into the client. No external program needed. This is the standard on most cities today.
- External voice — SaltyChat and TokoVoip require TeamSpeak running alongside with a plugin installed. Less common now, but still used on older cities.
If your city asks you to open TeamSpeak, you are in the second group. If you just join and talk, you are in the first.
Nobody can hear you
The wrong microphone is selected in Windows
FiveM uses the Windows default input device, not whatever you picked in Discord. If you have a USB headset, a webcam mic and a 3.5mm jack on the motherboard, Windows may well be listening to the wrong one.
Windows Settings, System, Sound, Input. Speak and watch which bar moves. If it is not the device you use, set the correct one as default.
Exclusive mode locking the device
This is the cause that slips past most people. Windows lets a program take full control of an audio device, and then nothing else can use it. If Discord, OBS or your browser grabbed the microphone in exclusive mode before you opened FiveM, the game simply receives no audio.
Control Panel, Sound, Recording tab, your microphone's Properties, Advanced tab. Uncheck both exclusive mode options.
Microphone permission blocked
Windows has a global privacy switch that blocks microphone access for desktop apps. When it is off nothing works and the system does not warn you.
Settings, Privacy and security, Microphone. Confirm access is on and that permission for desktop apps is on as well.
Sample rate mismatch
FiveM's voice system runs at 48000 Hz. If your microphone is set to 44100 Hz or some unusual rate, capture may fail or come through clipped.

In the same Advanced tab of the microphone properties, pick 48000 Hz, DVD or studio quality.
You cannot hear anyone
Here the logic flips: the problem is usually output or in-game volume. If the game audio disappears along with the voice, the case is FiveM sound cutting out.
- Wrong output device — Windows may be sending audio to the monitor over HDMI instead of your headset. Same path, Output tab.
- Voice volume at zero in the city — most servers have their own command or menu for voice volume, separate from game volume.
- Voice range — in RP voice has a radius. Whisper, normal and shout have different distances, and you do not hear anyone outside range. It sounds obvious, but it explains a lot of reported "bugs".
Voice cuts out or sounds robotic
This symptom is rarely an audio setting. It is performance. Robotic voice is usually packet loss, the same mechanism behind high ping and desync in FiveM.
FiveM's voice runs in the same process as the game. When the CPU saturates — which happens in a busy city, because FiveM depends heavily on one core — audio is among the first things to choke. The classic symptom is voice breaking up exactly when FPS drops.
If your voice fails together with frame drops, changing microphone settings will not help. The path is reducing CPU contention: power plan on maximum performance, background processes disabled and DPC Latency fixed.
An unstable connection causes a similar symptom, but with a useful difference: if voice cuts out while FPS stays stable, the problem is the network, not the CPU.
Cities using TeamSpeak
If your city runs SaltyChat or TokoVoip, there are two extra points:
- The plugin must be installed and enabled inside TeamSpeak, not just downloaded. Tools, Options, Addons.
- The TeamSpeak version matters. A plugin built for version 3 will not load on version 5, and vice versa. It is the most common reason behind "I installed it and nothing happened".
Checking order
If you want to fix this quickly instead of trying random things, go in this sequence:
- Is the right microphone set as default in Windows?
- Is exclusive mode unchecked?
- Is the privacy permission allowed?
- Is the rate set to 48000 Hz?
- Was another program open before FiveM?
- Does voice cut out together with FPS drops?
The first five solve most cases. If you reached the sixth and the answer is yes, the problem is not voice — it is system performance.
